The Peace and Security Council of the African Union (AU), at its 237th meeting held on 21 July 2010, was briefed by the Mediator of the Southern African Development Community (SADC) for Madagascar, President Joachim Chissano, on the evolution of the situation in that country.

Council expressed its deep concern at the continued stalemate in the implementation process of the Maputo Agreement of 6 August 2009 and the Addis Ababa Additional Act of 6 November 2009, whose implementation would lead to the restoration of constitutional order, as the
culmination of a consensual and inclusive transitional period.

Council reaffirmed all its previous decisions on the situation in Madagascar, particularly the decisions adopted at its meetings of 17 February and 19 March 2010 on the imposition of targeted sanctions against individuals and entities impeding the restoration of constitutional order, and the successful conclusion of the efforts being deployed by the AU and SADC towards the speedy implementation of the Maputo Agreement and the Addis Ababa Additional Act.

Council stressed the need for renewed efforts to ensure the scrupulous implementation of those sanctions and to strengthen their effectiveness, particularly through greater mobilization of the international community and a coordinated action to this end by all concerned international organizations.

Council reiterated its appreciation to the SADC Mediator and encouraged him to pursue his efforts, including undertaking an early visit to Madagascar to hold consultations with the Malagasy parties and civil society and consider with them the possibilities of re‐launching the
process for a way out of the crisis. Council urged the Malagasy parties to extend full cooperation to the Mediator, in order to facilitate the early restoration of constitutional order and a lasting resolution of the crisis.

Council requested the Mediator to report regularly to it on the evolution of the situation.

    So, will the US now change its mind and start supporting the AU sanctions? So far it has chosen not to do so, just like France.
