Madagascar calls continued suspension by AU ‘double standard’
Addis Ababa, Ethiopia (PANA) – Madagascar, which was suspended from the African Union (AU) in March 2009 after a military-backed coup, has complained about what it considers the ‘double standard’ on the part of the continental organization.
An official from the Andry Rajoelina regime, currently attending the 18th AU Summit in Addis Ababa, but has been barred from attending meetings because of his country’s suspension, said he had hoped for an early lifting of the sanction.
“We have nothing to say regarding the ongoing campaigns because we still remain on suspension,” the official, who wore a delegate’s badge but did not have the AU accreditation, said on Friday.
“We had hoped the AU would lift the suspension. We understand this is politics. The latest events involving the forced return of Marc Ravalomanana (former President) may have caused this delay and inflamed the situation,” the official told PANA.
Ravalomanana, whose plane was prevented from landing when he attempted to return home recently, is seen by the AU as key to the return to political and constitutional order in Madagascar.
He was forced to cede power in 2009, following a seven-week revolt in the capital, led by Rajoelina’s supporters.
The military transferred power to the de facto leader Rajoelina, and the Courts quickly backed his efforts to consolidate power.
However, Southern African Development Community (SADC) mediators, who are leading the efforts to end the deadlock in Madagascar, have cancelled previously unilateral threats to arrest and detain former leaders for abuse of office.
Ravalomanana is reportedly being sought for trial over alleged abuse of powers and killings of protesters.
The Malagasy official said his country planned to question the “double-standard” with which the AU was acting on Madagascar, compared to the North African crisis.
“There cannot be two rules, where one rule applies for small countries and another applies for big countries. The situation in Egypt, Tunisia and Libya are similar to those of Madagascar and the question we ask is why treat Madagascar like this,” he queried.
The AU has defended its stand on the revolt in the north African countries, justifying the Egyptian military takeover of power with the need to “consolidate democracy », and saying the the Tunisian changeover was within the law.
However, the AU lifted its muted opposition to the new Libyan administration “under exceptional circumstances,” an action Madagascar insists was biased.

In Madagascar, SADC’s efforts are currently being undermined by France, the island’s former colonial rulers. The troika countries have evidence that Rajoelina is working with Paris, Madagascar’s Army Chief of Staff General Andre Ndriarijaona, and the commander of the Gendarmerie (police), Bruno Razafindrako, to deny Ravalomanana his right to re-enter the country.
On 21 January, the day Ravalomanana attempted his quixotic return, Rajoelina attempted to persuade SADC to delay his arrival for three months.
At the same time, France commenced its own intense lobbying in other international bodies to keep Ravalomanana from the country. The aim of these delays appears to be to prevent Ravalomanana – who continues to command significant popular support on the island – from being in Madagascar when an election is held under the terms of a transition agreed to last year.
Security services in the region say they are aware of a 6-point strategy devised by Paris and Antananarivo to prevent Ravalomanana from returning. According to these sources, Rajoelina, his heads of security and France decided to:
• Deploy security forces loyal to Rajoelina inside the Ivato International Airport in Antananarivo.
• Deploy Rajoelina supporters outside the airport to antagonise and destabilise the estimated 100 000 Ravalomanana supported expected at the airport to welcome him home.
• Issue statements threatening the Ravalomanana supporters with arrest.
• Threaten to arrest Ravalomanana on arrival.
• Lobby the international community to persuade SADC not to allow Ravalomanana back.
• As a last resort, issue a Notice to All Airmen (NOTAM) to deny landing rights to all airlines. This effectively closed down the country’s airspace.
Anticipating an unfavourable reaction by SADC to these manoeuvres, Antananarivo hastily issued a statement on Saturday justifying its actions. In it, Rajoelina’s government denied turning the South African AirLink flight back and instead blamed the decision on the flight’s captain, who it said had chosen to go back to Johannesburg after being informed the authorities would execute the arrest warrant against his most famous passenger.

Rajoelina ne comprend toujours pas que ce mot magique « reconnaissance internationale » n’est pas la panacée à tous ses problèmes qu’il crée lui-même.
Beaucoup d’états dans le monde, dont les gouvernements sont « reconnus » au plan international, dont les représentants prennent la parole à la tribune des Nations Unies ( je prends comme ceci exemple car les médias pro-HAT et Andry Rajoelina semblent donner une telle importance au fait qu’il y ait pris la parole) subissent néanmoins la foudre des sanctions économiques, pour ne parler que de l’Iran, Cuba, Zimbabwe (un temps)ou la Corée du Nord. La liste est longue.
Inversement, d’autres états ne sont pas encore reconnus comme tels (pas reconnus par l’ensemble de la communauté internationale) mais obtiennent de la part des bailleurs des financements importants, c’est le cas de l’autorité palestinienne de Mamoud Abbas ou si je ne m’abuse le Kosovo, Chypre, Monténegro.
Ce que je veux dire, c’est que les sanctions sont au cas par cas, leurs levées graduelles ou au contraire, durcies, et dans le cas de Madagascar, ce sera selon la volonté ou non de Rajoelina à l’apaisement.
Rajoelina est descendu si bas, que le fait de serrer la main à un représentant de l’Union Européenne au palais présidentiel de Iavoloha ou s’asseoir sur une chaise blanche aux Nations Unies sont des « événements », par ailleurs hyper médiatisés, notamment en première page du journal « la Vérité », avec leur habitude d’écrire des titres à gros très caractères démontrant une hystérie certaine d’une frustration moisie du rédacteur/conseiller à la présidence Rahajason dit Rolly Mercia.
Hélas, tout ceci est un non événement; c’est la montagne qui accouche d’une souris dit l’adage populaire, et le blocage à Addis-Abebba montre une fois de plus que la HAT n’est pas sortie de l’auberge; que la pilule en sera d’autant plus en amère a posteriori au fur et à mesure que la situation est faisandée; avec à la clé un risque d’explosion sociale qui leur pètera personnellement à la figure, et une nouvelle cohorte d’éxilés.

Les événements du 21 Janvier 2012 ont montré sans conteste :
- Que les malagasy mettent toujours leurs espoirs sur le retour du Président Marc Ravalomanana malgré les 3 années d’absence de ce dernier. Ce peuple subit depuis trois ans les intimidations de la HAT mais quand il s’agit d’accueillir son élu, il est prêt à tout. La HAT n’a qu’à bien se tenir car le jour des élections, ce peuple fera de même. Photos d’Ivato.
- Que le Président Marc Ravalomanana place les intérêts de la nation au-dessus de sa propre vie : il a pris tous les risques comme il l’avait annoncé. Il se rend disponible pour résoudre la crise.
- Que les putschistes restent des gens hors la loi qui font n’importe quoi et survivent dans les mensonges, les accusations et la violence . Emettre un notam pour deux heures en espérant que personne ne l’apprendrait, en démentir l’existence, raconter que le Président Marc Ravalomanana avait obligé le pilote d’une ligne régulière à rebrousser chemin…c’est prendre le peuple pour des imbéciles. Ces putschistes ne sont même pas conscients qu’ils sont en train de creuser leurs propres tombes.
Que la Communauté Internationale prenne acte aujourd’hui de ces constats !
